The one at 25th and Mission is blocking the 14/49 from proceeding northbound. I assume Muni placed the cone there to keep bus drivers from forgetting to detour to S Van Ness. However, I’m not sure why this cone would be at 16th and Valencia since no bus line regularly makes that turn anyway.
There’s one at 14th and Mission too (directly outside my bedroom window). It definitely went up when the detour started, so I imagine it’s a reminder about that, or something. It’s not actually blocking the busses, though. They drive right through it. (The turn is after the cone.)
Before the reroute they were hanging by my house on S. Van Ness. After a day or so I saw a Muni crew doing repairs at that location. Maybe it’s to alert the drivers to power off when crossing that area.
It is so people don’t trip over the wires.

It’s a construction company warning — those things are up around the wires on Stockton where the Chinatown subway is being dug.
