My guesses:
- “Frankie” is on the dog’s birth certificate, but everyone knows him as as “Blanca”. Owner realized this after having printed the sign.
- It’s a recycled sign. Owner couldn’t be bothered to design a his own, and this dog looked close enough. Oh, and somehow he has the same phone number.
- A disgruntled neighbor is trying to sabotage the recovery effort.

No way man, a person who only speaks Spanish asked her friend to make her a sign, but the name of the dog was confused because the friend didn’t understand her accent. The mistake was later caught and fixed.
Or, owner has a set of identical twin dogs. At first he thought Frankie was missing, but upon closer inspection (nether regions maybe) realized it was actually Blanca who was lost.
If this is not the plot of an Encyclopedia Brown book, it should be.

the dog might be trying to cover his tracks. frankie can live the high life eating sandwiches and napping in the sun while the whole world is searching for ‘blanca’. it’s genius, really.
